When you run Android 11 on CI Pad, installing apk files is no longer possible through Download and Recent shortcuts for security reasons.
Installation needs to be done by exploring the "device" tree (CI_pad_v4 or CI_pad_v4b).
Go to "Files" and:

And navigate to the folder, where you saved the apk file (presumably "Download"):
